3. Instructional Materials Allotment Update 

This item provides an opportunity for the board to discuss funding for instructional materials and the process for ordering instructional materials and submitting requests for disbursements. Statutory authority is the Texas Education Code (TEC), §31.022.

4. Review and Adoption of the Long-Term Strategic Asset Allocation Plan of the Permanent School Fund 

This item provides an opportunity for the board to review and adopt the long-term strategic asset allocation plan of the Permanent School Fund. Statutory authority for this action is the Texas Constitution, Article VII, §5(f).

5. Review of the Report on Permanent School Fund Percentage Distribution Rates Under Consideration for Fiscal Years 2016 and 2017 

This item provides an opportunity for the board to evaluate and approve the report on Permanent School Fund percentage distribution rates under consideration for fiscal years 2016 and 2017. Statutory authority for this action is the Texas Constitution, Article 7, Section 5.

6. Proposed Revisions to 19 TAC Chapter 114, Texas Essential Knowledge and Skills for Languages Other Than English
(First Reading and Filing Authorization)
 

This item presents for first reading and filing authorization proposed revisions to 19 TAC Chapter 114, Texas Essential Knowledge and Skills for Languages Other Than English. The proposed revisions include amendment to Subchapter A, Elementary, §114.3, Implementation of Texas Essential Knowledge and Skills for Languages Other Than English, Elementary, Adopted 2014, and new Subchapter C, High School, §§114.47-114.52, relating to Classical Languages, Levels I-VII, and Seminar in Classical Languages. The proposed rule actions would add new Texas Essential Knowledge and Skills (TEKS) for classical languages for implementation in the 2016-2017 school year. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002 and 28.025.

7. Update on Texas Essential Knowledge and Skills (TEKS) Review 

This item provides the opportunity for staff to present an update on the review of Texas Essential Knowledge and Skills (TEKS). Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

8. Proclamation 2016 of the State Board of Education Advertising for Bids on Instructional Materials 

This item presents Proclamation 2016 of the State Board of Education for amendments to clarify the requirements of the proclamation. The subjects and grade levels included in Proclamation 2016 are Languages Other Than English (LOTE) and Special Topics in Social Studies to include, but not be limited to, Mexican-American Studies, African-American Studies, Native-American Studies, and Asian-American Studies. The proclamation contains the Texas Essential Knowledge and Skills (TEKS) for each subject and grade for which bids are invited, accessibility requirements for instructional materials, including specifications for providing digital files to produce Braille versions of adopted materials, and a schedule of activities. The adoption of materials submitted in response to Proclamation 2016 is scheduled for November 2015, and school districts and open-enrollment charter schools are scheduled to begin using the materials adopted under the proposed proclamation in school year 2016-2017. 9. Approval of Question and Answer Document for Proclamation 2016 

Proclamation 2016 was issued by the State Board of Education (SBOE) in April 2014. The subjects and grade levels included in Proclamation 2016 are Languages Other Than English (LOTE) and Special Topics in Social Studies to include, but not be limited to, Mexican-American Studies, African-American Studies, Native-American Studies, and Asian-American Studies. Publishers were given an opportunity to ask questions at an orientation meeting held in March 2014. Publishers and other stakeholders were encouraged to submit questions regarding the TEKS, the proclamation, and the review and adoption process. The resulting question and answer document for Proclamation 2016 is presented for board approval. Statutory authority for this action is the Texas Education Code (TEC), §28.002 and §31.022.

10. Ethics Training 

This item will provide State Board of Education (SBOE) members with a discussion of the ethics statutes and rules that apply to SBOE members. Statutory authority is the Texas Education Code (TEC), §43.0031 and 19 TAC §33.5(s).

11. Report on Open-Enrollment Applications and Interviews 

At the request of a board member, the Committee of the Full Board will be provided an overview regarding access to the online charter school open-enrollment applications. Additionally, information regarding the aspects of the interview process will be shared with board members. Statutory authority is the Texas Education Code (TEC), §12.101.

12. Discussion of Pending Litigation 

The State Board of Education will enter executive session in accordance with the Texas Government Code, §551.071(1)(A), to discuss pending and contemplated litigation with the general counsel, legal staff, and, if necessary, attorney(s) from the Attorney General's Office. The Committee of the Full Board will meet in Room 1-103 to discuss this item.
