Update on the Texas High Performance Schools Consortium

STATE BOARD OF EDUCATION: NO ACTION

SUMMARY:
At the request of a board member, representatives from school districts included in the Texas High Performance Schools Consortium will update the committee on the group’s efforts to improve student learning by developing innovative learning standards.

STATUTORY AUTHORITY: Texas Education Code (TEC), §7.0561.

BACKGROUND INFORMATION AND SIGNIFICANT ISSUES: The 82nd Texas Legislature in 2011 approved Senate Bill (SB) 1557 which called for the commissioner of education to select schools for the Texas High Performance Schools Consortium. Commissioner Michael Williams, after conducting an application process, selected 23 districts to participate as members of the consortium. The consortium was to develop learning standards that use multiple assessments with accountability at the local level and they were to integrate the use of technology into student learning. HB 2824, filed during the 83rd legislative session, would have modified the law related to the consortium but that legislation was vetoed.

PROCEDURAL AND REPORTING IMPLICATIONS: SB 1557 required the consortium to produce a report by December 2012.
